What do you mean when you say...
Role = the standard Hona role every user already has: Team User, User, or Admin.
Disbursement permission = an extra permission granted on top of a role. There are three: Drafter, Approver, and Disbursement Admin.
Drafting = creating a disbursement. This does not send anything or move any money.
Approving = signing off on a drafted disbursement. This is what generates the client's payment link and sends it.
Disbursements page = the list and metrics on the Disbursements tab. What it shows depends on your permission.
How the permission model works
There are two independent things at play, and they stack:
Your Hona role: Team User, User, or Admin. Every user already has one.
Your disbursement permissions: Drafter, Approver, and/or Disbursement Admin. These are optional and can be granted to any role, including a Team User.
What you can actually do is the combination of both. A Team User who is granted Approver gets everything a Team User can do plus everything Approver unlocks.
The three rules that matter most
Drafting a disbursement requires one of the three permissions. Drafter, Approver, or Disbursement Admin. A Hona role on its own is never enough, and there is no firm setting that opens drafting up to everyone. If your firm wants everyone drafting, grant Drafter to everyone: it is one click per person.
The permissions build on each other. An Approver can always draft, so you do not need to grant both. A Disbursement Admin can both draft and approve, so you do not need to grant all three.
Only a Disbursement Admin can grant or remove any of them. Drafters, Approvers, and other Disbursement Admins are all managed by a Disbursement Admin. No other role or permission can do this, including a firm Admin who is not a Disbursement Admin. The single exception is the very first grant: before enrollment begins, a firm Admin designates your firm's first Disbursement Admin. From then on, Disbursement Admins manage everything.
The Hona Admin role is not a disbursement permission
This one surprises people, so it is worth stating on its own. A firm Admin who holds none of the three disbursement permissions cannot draft and cannot approve. Firms hand the Admin role out fairly freely for day to day system administration, and moving client money is a different kind of authority. Keeping the two separate is deliberate.
The Admin role holds exactly one disbursement power: designating your firm's first Disbursement Admin, and only before enrollment begins. Once enrollment has started, the Admin role on its own grants nothing here. A firm Admin without a disbursement permission can open the Disbursements page and see it, but cannot draft, approve, begin or continue enrollment, connect a bank account, or change who holds any permission — and they no longer see drafting options in case tables either.
A Hona Admin can still do Admin things, including editing the default client message templates. They just cannot create or release a payment without a disbursement permission.

A note on the Team User role
A note on the Team User role
Team User is a case-scoped role, and that scope holds whichever disbursement permission you add on top of it. A Team User with a disbursement permission works from their cases: they can view and review disbursements, including the full audit log, on the cases they are a member of. Without a permission, they do not see the case's Disbursements tab at all, the same as any other user without one.
A Team User does not get the Disbursements tab. Not the firm-wide page, not a scoped page, and not the restriction message. Where a role and a disbursement permission disagree, the role wins. This is deliberate: the Team User role exists to keep somebody inside the cases they work on.
In practice, a Team User granted Drafter drafts from the case, using the Actions menu, the Messages and Activity section, or the plus button in the messaging area. They do not get the standalone draft option, because that lives on the Disbursements tab, and they do not get a drafter queue. To check on something they drafted, they open the case. Every draft is recorded in the audit log with their name on it either way.
A Team User granted Approver or Disbursement Admin also works from the case rather than the Disbursements page. If somebody needs the Disbursements page, the simplest fix is to move them to the User role.
What you see on the Disbursements page
There is one Disbursements page, and everybody who can reach it gets the same one. What changes is how much of your firm it is showing you.

What a Drafter sees
A Drafter gets the real page, not a cut-down version. Every part of it works the same way it does for an approver. The difference is that it is counting only the disbursements you drafted.
The list shows what you drafted, including any standalone disbursements you created that are not attached to a case.
The numbers at the top are yours. Pending means your drafts waiting on an approver. Disbursed this month means what you drafted that has gone out. These are not your firm's totals.
Needs Approval shows what you prepared that is still sitting unapproved, which is usually the most useful thing on the page if you draft in batches. The section looks exactly as it does for an approver, approve button included, but a Drafter cannot approve. If you try, Hona tells you an approver has to do it and points you at your Disbursement Admins.
Export is not available to a Drafter. Exporting is an Approver and Disbursement Admin control.
You will never see a row, a count, or a dollar figure that includes somebody else's disbursement.
You will hear when things move. You do not have to keep checking it. You are emailed about every status change on any disbursement you drafted, and that part cannot be switched off, so you find out when something you prepared is approved, lands, fails, or gets canceled. The one exception is the Accessed status: when your client opens their payment link, the status updates in Hona but no email goes out for that step. See "Disbursement Statuses and Notifications" for the rest of the notification settings.
Who sees Disbursements at all
The Disbursements item in the left navigation and the Disbursements tab on a case follow one rule: they are visible only to firm Admins and to team members holding a disbursement permission — Drafter, Approver, or Disbursement Admin. This is not configurable, there is no firm setting that widens it, and followers never see either one.
For everyone else the tab is simply absent rather than visible-but-restricted. Opening the Disbursements page by a direct link without a permission shows who your firm's Disbursement Admins are, with contact details, so you know who to ask.
In practice this means a case manager who fields "where is my money?" calls needs a disbursement permission to see a case's disbursement status. Drafter is the safe one to grant for that: a Drafter cannot release any money.
The Disbursement Admin
How it gets assigned
Your firm's first Disbursement Admin is designated by a firm Admin, before enrollment begins. Enrollment cannot start until someone holds the permission: only a Disbursement Admin can begin or continue enrollment, connect bank accounts, or manage disbursement roles.
A firm Admin does this from the designation panel on the Disbursements setup page, in one of three ways:
MAKE ME THE DISBURSEMENTS ADMIN: one click to take the role yourself.
Pick a teammate: designate whoever manages your firm's finances. They get the role and emailed setup instructions.
Invite a teammate: for someone who is not in Hona yet. This creates their account, designates them, and emails them setup instructions.
The person you designate does not need to be a Hona Admin. Regular users are the typical choice: most firms designate the finance or accounting staff member who will actually run disbursements.
Enrollment no longer assigns the permission automatically. Completing enrollment used to make the submitter the Disbursement Admin at approval; that behavior has been removed, and designation by a firm Admin is now the only way the first one comes to exist. A regular user who opens the setup page before anyone has been designated sees who the firm Admins are, so they know who to ask.
Once the first Disbursement Admin exists, any Disbursement Admin can add or remove other Disbursement Admins. So you are not stuck with the first choice: if that person leaves or was the wrong pick before enrollment has started, a firm Admin simply designates a replacement, and after that an existing Disbursement Admin can hand it to someone else without involving support.
How to find out who yours is
Go to the Settings tab of the Disbursements page at app.hona.com/disbursements/connection. This tab used to be called Manage Connection, and old links to it still work. Your firm's Disbursement Admins, Approvers, and Drafters are all listed there, on the Disbursement Permissions card under Admins, Approvers, and Drafters.
If you do not hold a disbursement permission and are not a firm Admin, you will not see Disbursements in your navigation at all. You still do not need to go looking: opening the page by direct link shows who your Disbursement Admins are, with their email addresses.
If a Disbursement Admin has left the firm, another Disbursement Admin can add whoever should take over. If they were your only one, what happens next depends on where your firm is. Before enrollment has started, a firm Admin simply designates a replacement. Once enrollment has started, or your firm is enrolled, disbursement management locks and the page shows "Disbursement management is locked: no active Disbursements Admin remains at your firm. Contact Hona support to restore access." Only Hona support can restore an admin at that point: email [email protected].

A Disbursement Admin can also draft and approve disbursements without being granted Drafter or Approver separately. The permission includes both.
A Disbursement Admin does not need to be a Hona Admin. Firms often make an accounting or finance staff member the Disbursement Admin while leaving their Hona role as a regular User. External bookkeeping or accounting consultants can hold it too.
Granting Drafter and Approver
How to add or remove a Drafter or an Approver
Make sure you are a Disbursement Admin. If you are not, nobody else can do this for you except another Disbursement Admin.
Go to the Settings tab of the Disbursements page at app.hona.com/disbursements/connection.
Under Disbursement Permissions, find the Drafters or Approvers card and click Add, then pick the team member you want to grant the permission to. If they are not in your Hona org yet, a Hona Admin will need to add them as a user first.
Removing works the same way, from the same cards. Hona asks you to confirm before removing anyone, and when you remove a Disbursement Admin the confirmation also notes that removal applies in Hona only: it does not remove that person's access to the Confido portal.
You do not need to grant Drafter to someone who is already an Approver or a Disbursement Admin. They can already draft.
One thing to check before you grant: if the person's Hona role is Team User, the permission works but they will not get a Disbursements page, so they draft and track entirely from their cases. If that is not what you want, move them to the User role first.
Who should hold which permission
Drafter is for the people who prepare the payout. At most firms that is the accounting or finance team, since they are the ones computing the settlement, subtracting fees, costs, and liens, and arriving at the client's number. Some firms also give it to case managers or paralegals who handle the client relationship. It is a safe permission to hand out: a Drafter cannot release any money, and they only see what they drafted themselves.
Approver is for the people who would otherwise be signing or printing the checks: a controller, an office manager, or a partner. This is also the permission that opens up the firm-wide view.
Disbursement Admin is for whoever owns the banking relationship and decides who else gets access. Most firms keep this to one or two people.
Small firms often skip Drafter entirely and give Approver to the two or three people who touch money. Drafter earns its keep at volume, where the person preparing forty payouts in a morning should not also be the person releasing them.
A note on internal controls. Hona does not force separation of duties. Anyone who can approve can also draft, which means an Approver can approve their own draft, and a Disbursement Admin can draft, approve, and send a payout alone. If your firm wants a second set of eyes on every payout, split the permissions deliberately: give the accounting staff Drafter only, and keep Approver with someone else. Every draft, every edit, and every approval is recorded in the audit log with the person's name attached, so the trail exists either way.

Because disbursement permissions are separate from the Hona Admin role. This is intentional: it keeps control of who can move client funds narrow and deliberate rather than tied to general system administration. A Disbursement Admin can grant you Drafter, Approver, or Disbursement Admin.
The one power the Admin role does carry is at the very start: before enrollment begins, a firm Admin designates the firm's first Disbursement Admin. After that, granting and removing permissions belongs to Disbursement Admins alone. An Admin can open the Disbursements page and look, but cannot act on it.

Yes to all three. Most firms have at least two approvers so payouts do not stall when someone is out, and more than one Disbursement Admin for the same reason. Drafters are usually the largest group. A firm Admin cannot designate a new one at that point, because the designation window only exists before enrollment begins. The best protection is having more than one Disbursement Admin, which any existing Disbursement Admin can set up from the Settings tab.

Only if they hold Drafter, Approver, or Disbursement Admin. Editing the client messages is part of drafting, so it follows the same permission. Anyone who can draft can adjust the messages on the specific disbursement they are drafting, which is useful when a case needs a personal note.
The reusable default templates are separate: only a Hona Admin or a Disbursement Admin can change those. Approvers also see the message content in the review screen before approving, so anything unusual can be caught there.

Yes. Each disbursement carries its own audit log showing who drafted it, every field that was edited with the before and after values, who approved it, and the payment events from Confido. Permission grants and removals are recorded too. Anyone who can view a disbursement can see its audit log; there is no separate permission for it.
Conclusion
