What this article helps with: Understanding exactly who at your firm can draft, review, approve, and manage disbursements, plus how to grant those permissions and how to find out who your Disbursement Admin is.
Who this is for: Firm admins, Disbursement Admins, and anyone who has hit a permission wall while trying to draft a disbursement, approve a payment, or open the Disbursements page.
When not to use this article: If you are looking for general Hona user roles and how to add staff to your org, see "How to Add/Edit Users in Your Hona Org". This article only covers the disbursement-specific permissions layered on top.
Key Terms
Key Terms
What do you mean when you say...
Role = the standard Hona role every user already has: Team User, User, or Admin.
Disbursement permission = an extra permission granted on top of a role. There are three: Drafter, Approver, and Disbursement Admin.
Drafting = creating a disbursement. This does not send anything or move any money.
Approving = signing off on a drafted disbursement. This is what generates the client's payment link and sends it.
Disbursements page = the list and metrics on the Disbursements tab. What it shows depends on your permission.
How the permission model works
There are two independent things at play, and they stack:
Your Hona role: Team User, User, or Admin. Every user already has one.
Your disbursement permissions: Drafter, Approver, and/or Disbursement Admin. These are optional and can be granted to any role, including a Team User.
What you can actually do is the combination of both. A Team User who is granted Approver gets everything a Team User can do plus everything Approver unlocks.
The three rules that matter most
Drafting a disbursement requires one of the three permissions. Drafter, Approver, or Disbursement Admin. A Hona role on its own is never enough, and there is no firm setting that opens drafting up to everyone. If your firm wants everyone drafting, grant Drafter to everyone: it is one click per person.
The permissions build on each other. An Approver can always draft, so you do not need to grant both. A Disbursement Admin can both draft and approve, so you do not need to grant all three.
Only a Disbursement Admin can grant or remove any of them. Drafters, Approvers, and other Disbursement Admins are all managed by a Disbursement Admin. No other role or permission can do this, including a firm Admin who is not a Disbursement Admin.
The Hona Admin role is not a disbursement permission
This one surprises people, so it is worth stating on its own. A firm Admin who holds none of the three disbursement permissions cannot draft and cannot approve. Firms hand the Admin role out fairly freely for day to day system administration, and moving client money is a different kind of authority. Keeping the two separate is deliberate.
A Hona Admin can still do Admin things, including editing the default client message templates. They just cannot create or release a payment without a disbursement permission.

* The Disbursements tab is visible to everyone at your firm. What it shows depends on your permission: the firm-wide page for an Approver or Disbursement Admin, the same page scoped to your own drafts for a Drafter, and a short message explaining the restriction for anyone holding none of the three.
A note on the Team User role
A note on the Team User role
Team User is a case-scoped role. On its own, a Team User can view and review disbursements only for the cases they are a member of.
Disbursement permissions are not limited by the role they sit on top of. A Team User granted Drafter can draft against any case at the firm, not only their own, because the draft screen lets them pick or type any case, and their Disbursements page shows everything they drafted regardless of which cases they are on. Every draft is recorded in the audit log with their name on it. A Team User granted Approver or Disbursement Admin gets that permission's full access, including the firm-wide page.
What you see on the Disbursements page
There is one Disbursements page, and everybody who can reach it gets the same one. What changes is how much of your firm it is showing you.
Your permission | What the page shows |
Approver or Disbursement Admin | Your whole firm. Every disbursement, firm totals, and the full approval queue. |
Drafter | The disbursements you drafted. The list, the numbers at the top, and the Needs Approval section all count only your own work. |
None of the three | A short message explaining the restriction, with the names and email addresses of your firm's Disbursement Admins. You still see disbursements by opening the case. |
What a Drafter sees
A Drafter gets the real page, not a cut-down version. Every part of it works the same way it does for an approver. The difference is that it is counting only the disbursements you drafted.
The list shows what you drafted, including any standalone disbursements you created that are not attached to a case.
The numbers at the top are yours. Pending means your drafts waiting on an approver. Disbursed this month means what you drafted that has gone out. These are not your firm's totals.
Needs Approval shows what you prepared that is still sitting unapproved, which is usually the most useful thing on the page if you draft in batches. It is read only: a Drafter cannot approve, so there is no approve button there.
You will never see a row, a count, or a dollar figure that includes somebody else's disbursement.
You will hear when things move. You do not have to keep checking it. You are emailed about every status change on any disbursement you drafted, and that part cannot be switched off, so you find out when something you prepared is approved, lands, fails, or gets canceled. See "Disbursement Statuses and Notifications" for the rest of the notification settings.
Everyone else views from the case
Anyone assigned to a case can open it and see that case's disbursement status and full audit trail, with no disbursement permission required. For a case manager fielding a "where is my money?" call, that is the screen they want anyway.
The Disbursements tab itself stays visible to every user at your firm. It is never hidden and it never 404s. Opening it without a permission just tells you what you are missing and who can grant it.
The Disbursement Admin
How it gets assigned
Your firm's first Disbursement Admin is assigned automatically to the person who completes your firm's enrollment and bank connection. Nobody hands it out manually.
Once your firm is live, any Disbursement Admin can add or remove other Disbursement Admins. So you are not stuck with whoever clicked first, and if that person leaves or was the wrong choice, an existing Disbursement Admin can hand it to someone else without involving support.
How to find out who yours is
Go to Manage Connection at app.hona.com/disbursements/connection. Your firm's Disbursement Admins, Approvers, and Drafters are all listed there.
If you have been blocked from drafting or from the Disbursements page, you do not need to go looking. The message you see names your Disbursement Admins and gives their email addresses.
If your Disbursement Admin has left the firm, another Disbursement Admin can add whoever should take over. If they were your only one, email [email protected] and we can reassign it.
What a Disbursement Admin controls
Adding and removing Drafters
Adding and removing Approvers
Adding and removing other Disbursement Admins
Managing the Confido connection
Renaming connected bank accounts
Editing the default client message templates
A Disbursement Admin can also draft and approve disbursements without being granted Drafter or Approver separately. The permission includes both.
A Disbursement Admin does not need to be a Hona Admin. Firms often make an accounting or finance staff member the Disbursement Admin while leaving their Hona role as a regular User. External bookkeeping or accounting consultants can hold it too.
Granting Drafter and Approver
How to add or remove a Drafter or an Approver
Make sure you are a Disbursement Admin. If you are not, nobody else can do this for you except another Disbursement Admin.
Go to Manage Connection at app.hona.com/disbursements/connection.
In the Drafters or Approvers section, pick the team member you want to grant the permission to. If they are not in your Hona org yet, a Hona Admin will need to add them as a user first.
Removing works the same way, from the same screen.
You do not need to grant Drafter to someone who is already an Approver or a Disbursement Admin. They can already draft.
Who should hold which permission
Drafter is for the people who prepare the payout. At most firms that is the accounting or finance team, since they are the ones computing the settlement, subtracting fees, costs, and liens, and arriving at the client's number. Some firms also give it to case managers or paralegals who handle the client relationship. It is a safe permission to hand out: a Drafter cannot release any money, and they only see what they drafted themselves.
Approver is for the people who would otherwise be signing or printing the checks: a controller, an office manager, or a partner. This is also the permission that opens up the firm-wide view.
Disbursement Admin is for whoever owns the banking relationship and decides who else gets access. Most firms keep this to one or two people.
Small firms often skip Drafter entirely and give Approver to the two or three people who touch money. Drafter earns its keep at volume, where the person preparing forty payouts in a morning should not also be the person releasing them.
A note on internal controls. Hona does not force separation of duties. Anyone who can approve can also draft, which means an Approver can approve their own draft, and a Disbursement Admin can draft, approve, and send a payout alone. If your firm wants a second set of eyes on every payout, split the permissions deliberately: give the accounting staff Drafter only, and keep Approver with someone else. Every draft, every edit, and every approval is recorded in the audit log with the person's name attached, so the trail exists either way.
FAQs
I used to be able to draft disbursements and now I cannot. What changed?
I used to be able to draft disbursements and now I cannot. What changed?
Drafting now requires the Drafter, Approver, or Disbursement Admin permission. Previously any user could draft. Ask one of your firm's Disbursement Admins to grant you Drafter. Their names and email addresses are shown on the message you see when drafting is blocked, and on the Manage Connection page.
I clicked to add a Drafter or an Approver and nothing happened. Why?
I clicked to add a Drafter or an Approver and nothing happened. Why?
Almost always because you are not a Disbursement Admin. Only Disbursement Admins can grant disbursement permissions. Check the Manage Connection page to see who your Disbursement Admins are and ask one of them, or contact [email protected].
I am a firm Admin in Hona. Why can I not draft, approve, or add an approver?
I am a firm Admin in Hona. Why can I not draft, approve, or add an approver?
Because disbursement permissions are separate from the Hona Admin role. This is intentional: it keeps control of who can move client funds narrow and deliberate rather than tied to general system administration. A Disbursement Admin can grant you Drafter, Approver, or Disbursement Admin.
Can a Disbursement Admin approve payments?
Can a Disbursement Admin approve payments?
Yes. A Disbursement Admin can draft and approve without holding the Drafter or Approver permission separately. If your firm wants the person who manages access to stay out of the approval chain, that is a process decision on your side rather than something the software enforces.
Can we have more than one Disbursement Admin, Approver, or Drafter?
Can we have more than one Disbursement Admin, Approver, or Drafter?
Yes to all three. Most firms have at least two approvers so payouts do not stall when someone is out, and more than one Disbursement Admin for the same reason. Drafters are usually the largest group. Any Disbursement Admin can add more from the Manage Connection page, so this is something your firm controls directly.
I am a Drafter and the Disbursements page only shows some of our payouts. Is something broken?
I am a Drafter and the Disbursements page only shows some of our payouts. Is something broken?
No. A Drafter's page is scoped to the disbursements they drafted, so the list, the numbers at the top, and the Needs Approval section all count only your own work. That includes filters, search, and export: none of them widen it. If you need the firm-wide view, ask a Disbursement Admin for the Approver permission.
Our accounting team drafts from a shared pool. Can they see each other's drafts?
Our accounting team drafts from a shared pool. Can they see each other's drafts?
Not today. Each Drafter sees their own drafts. If your team needs a shared view of everything they have prepared, the firm-wide page comes with the Approver permission, so give it to whoever needs that oversight. Tell us if the per-person split is causing problems, since it is something we would look at again.
Why can I not see the Disbursements page at all, even though I can open a disbursement on a case?
Why can I not see the Disbursements page at all, even though I can open a disbursement on a case?
The page needs Drafter, Approver, or Disbursement Admin. Case-level access is separate and is not restricted for the cases you work on, which is why one works and the other does not. The message on the page names your Disbursement Admins and gives their email addresses.
Can a case manager change the message our client receives?
Can a case manager change the message our client receives?
Only if they hold Drafter, Approver, or Disbursement Admin. Editing the client messages is part of drafting, so it follows the same permission. Anyone who can draft can adjust the messages on the specific disbursement they are drafting, which is useful when a case needs a personal note.
The reusable default templates are separate: only a Hona Admin or a Disbursement Admin can change those. Approvers also see the message content in the review screen before approving, so anything unusual can be caught there.
Does the audit log show who did what?
Does the audit log show who did what?
Yes. Each disbursement carries its own audit log showing who drafted it, every field that was edited with the before and after values, who approved it, and the payment events from Confido. Permission grants and removals are recorded too. Anyone who can view a disbursement can see its audit log; there is no separate permission for it.
Conclusion
The short version: drafting requires Drafter, Approver, or Disbursement Admin, and a Hona role alone is never enough. Approvers can draft. Disbursement Admins can draft and approve. Only a Disbursement Admin decides who holds what. On the Disbursements page, Approvers and Disbursement Admins see the whole firm, a Drafter sees what they drafted, and everyone else opens the case. Permissions are all set from the Manage Connection page. Questions? Chat with our support team or email [email protected].
